Donald Trump signed another executive order that is, essentially, an attempt to fundamentally (and corruptly) shift power to the executive branch with zero input from Congress. The order, called “Restoring Democracy and Accountability in Government,” is a misleading title for a document that does anything but.
This sweeping directive aims to bring independent federal agencies under Trump’s direct control. The order says, in part:
The President and the Attorney General (subject to the President’s supervision and control) will interpret the law for the executive branch, instead of having separate agencies adopt conflicting interpretations.
This essentially means agencies like the FTC, FCC, and SEC—which Congress created to operate free from political influence—are now set to become the president’s personal playthings. What this order also does is hand over what are supposed to be independent agencies (and accompanying guardrails they are supposed set) to the Office of Management and Budget, run by Russ Vought.
Vought, as Trump File readers know, is a Project 2025 architect and vocal opponent of liberal democracy. More importantly, Vought is another one of Trump’s hatchet men ready to do his corrupt bidding.
Project 2025 depended on Trump pursuing the so-called “unitary executive theory,” and his latest executive order does just that.

OMB is the logical place for Donald to corruptly (and unconstitutionally) consolidate power, as it was Vought’s OMB that casually reclassified 88% of federal workers as Schedule F employees after Trump’s resounding loss to Joe Biden in 2020. That order stripped federal workers of job protection and made it easier for him to fire them at will.
