In new grant notices, the Federal Emergency Management Agency has noted in its terms and conditions that they intend to deny federal disaster‑preparedness aid from any states or cities that boycott Israeli companies. “Discriminatory prohibited boycott means refusing to deal, cutting commercial relations, or otherwise limiting commercial relations specifically with Israeli companies or with companies doing business in or with Israel or authorized by, licensed by, or organized under the laws of Israel to do business.”
When reached for comment two days later, the Department of Homeland Security claimed that “There is no FEMA requirement tied to Israel in any current NOFO. No states have lost funding, and no new conditions have been imposed.” Conservative podcaster Saagar Enjeti later posted two versions of the terms and conditions, an older one with the boycott note and a newer one without.
