David A. Lebryk, the highest-ranking career official at the Treasury Department, announced his retirement following a clash with Elon Musk allies who demanded access to a sensitive government payment system as part of Donald Trump‘s “Department of Government Efficiency” (DOGE).
Lebryk, a career Treasury official since 1989, served as acting Treasury Secretary upon Trump taking office and before the confirmation of Scott Bessent on Monday. DOGE demands were centered around gaining access to the Treasury’s payment system responsible for disbursing over $6 trillion annually in federal payments.
Musk’s DOGE representatives had been seeking access to these systems since after the 2024 election and intensified their requests following Trump’s inauguration. Career Treasury staff, including Lebryk, saw these requests as highly unusual and potentially dangerous.
The payment system in question, managed by the Bureau of the Fiscal Service, controls the flow of funds such as Social Security benefits, Medicare payments, federal salaries, and tax refunds. Currently, only a small number of career officials have access to these funds due to their sensitive nature.
Lebryk was known for his nonpartisan approach. His departure marks a loss of institutional knowledge and raises concerns about the politicization of critical government functions in the Trump era.
