Donald Trump releases a video condemning violence at the Capitol and future “demonstrations,” as well as “censorship.” The speech is crafted by speechwriter Stephen Miller and two White House attorneys.

Trump does not mention Joe Biden, does not concede the election, does not talk about the upcoming inauguration, and does not discuss his second impeachment.

He did, however, denounce what he called restrictions of free speech, referring not just to social media platforms that have banned him but alluding to the assertion that Republican House members made to argue against his impeachment.

The aides most involved in the language of the video were the White House counsel, Pat A. Cipollone; his deputy, Pat Philbin; and Mr. Trump’s main speechwriter, Stephen Miller.
