Trump attempts to withdraw 5,000 troops from Germany in new gift to Putin and Xi

On May 1, Pentagon officials announced the departure of 5,000 troops from Germany. A long-range fires battalion, which was to deploy to Germany, will no longer do so.

This is in response to the mere words of the German Chancellor, Friedrich Merz, who lamented that the United States was being humiliated by Iran, and lacking an apparent strategy.

“The Iranians are obviously very skilled at negotiating, or rather, very skillful at not negotiating, letting the Americans travel to Islamabad and then leave again without any result,” Merz said. “An entire nation is being humiliated by the Iranian leadership, especially by these so-called Revolutionary Guards. And so I hope that this ends as quickly as possible.”

The words were too much to handle for Trump. Trump went ahead with the troop withdrawal despite Germany offering some assistance in the Iran War. It offered the use of its air bases and other military infrastructure, and pledged to use a minesweeper to clear the Strait of Hormuz of Iranian mines once the war ended. More generally, Germany has remilitarized to meet Trump’s demands for higher military spending among North Atlantic Treaty Organization (NATO) countries, and to secure its own country and European allies against an expansionist and revanchist Vladimir Putin. On the very day of the withdrawal announcement, German military officials had a productive meeting with the Pentagon. And on April 17, Germany and the United States agreed to a $12 billion defense acquisition. Despite all of these positive gestures and actions from Germany, Trump decided to punish them anyway.

However, the President does not have absolute authority on troop withdrawals. The recent National Defense Authorization Act prohibits the Pentagon from reducing troop levels in Europe to under 76,000, unless Congress is convinced that such a move is needed, and NATO allies are consulted. Furthermore, Congress can revoke funding for the withdrawal of troops. Worse yet for Trump, even withdrawing a limited amount of troops can take years.

Regardless, this unilateral action of Trump, along with a compliant Department of Defense, undermines America’s perceived reliability as a security provider. This can only benefit Putin and Chinese dictator Xi Jinping, who grow stronger from discord between the United States and its allies. Contrary to the notion that American troop deployments in Europe amounts to allied “freeloading,” European basing is vital for American power projection throughout the entire world, especially the Middle East, where it is currently fighting, and Africa; America benefits just as much from the troop deployments in Europe.

Trump has similarly threatened Spain and Italy with troop reductions.
