Court documents show that sometime in 1994, Semion Mogilevich strikes a deal with Inkombank chairman Vladimir Vinogradov that gives Mogilevich full control of one of the largest banks in Russia. Inkombank is also significant to the United States; it became the Bank of New York’s “largest and most active commercial relationship.
