In March 1994, top Mogilevich associate and high-ranking Ukrainian railway official Vahtang Ubiriya is photographed by the FBI at a Republican Party fundraiser in Dallas, Texas. This is the first known record of a Mogilevich crime ring member mingling with U.S. politicians.
