Sometime in 1994, Michael Caputo, former Reagan and Bush adviser, moves to Russia as part of the U.S. Agency for International Development and becomes an adviser to the president, Boris Yeltsin, in 1995.

Shortly after moving to Russia, Caputo becomes president of The Florence Group, with which he, as he says, “played a pivotal role in electing Boris Yeltsin to his second term as president to Russia” in 1996.
