Hours after Trump’s inauguration, a memo went out from the Office of Personnel Management (OPM) under the name of Acting Director Charles Ezell. The memo, and others throughout the week, was actually written by Noah Peters – an attorney handpicked for Trump by the Heritage Foundation / Project 2025.

Noah Peters is not the only person connected to Project 2025 sending out memos from the Office of Personnel Management throughout Trump’s first week in office.
James Sherk, Assistant to the President for Domestic Policy, was also responsible for sending memos in Ezell’s name. Sherk is a former Heritage Foundation staff member who most recently worked for the America First Policy Institute, another organization with ties to Project 2025 and which drafted over 300 executive orders for Trump’s second term.
