Paul Manafort was a registered lobbyist for the U.S.-based Kashmiri American Council. The organization operated as a non-profit but was actually funded by the ISI and served the purpose of taking attention off Pakistan-sponsored terrorism internationally.

FBI’s radar screen during a lengthy counterterrorism investigation that culminated in 2011 with the arrest of the Kashmiri council’s director, Syed Ghulam Nabi Fai, on charges that he ran the group on behalf of Pakistan’s intelligence service, the ISI, as part of a scheme to secretly influence U.S. policy.

Manafort and Roger Stone’s lobbying firm, nicknamed “the torturer’s lobby,” received $700,000 from the Kashmiri American Council from 1990 through 1995. Manafort was primarily in charge of the Kashmiri account.

The group’s director plead guilty to conspiracy and tax fraud in 2012.
